Achieving Excellence in Public Sector Management:
The Modern Management Capacity Check
What is the Modern Management Capacity Check?
The Modern Management Capacity Check survey is designed to enable organizations to obtain feedback on their management practices. Originally built for the Government of Canada, it tests 34 criteria, from risk management to the value of an individual’s contribution. The criteria are grouped into six sections (see below) each focused on a specific set of management practices. Each criterion describes five unique scenarios, from poor to excellent practices, and asks survey participants to identify the scenario that best describes the organization’s current state and the one they think the organization should strive towards. Finally, participants are asked to rank the criteria in order of importance. There are no right or wrong answers and participants can choose to skip a criterion if they are not familiar with the specific management practice. In addition, participants are invited to comment on each criterion and suggest improvements if they wish. Responses are tallied immediately and made available to survey administrators via a secure website.
When Should It Be Used?
Organizations have successfully used the Modern Management Capacity Check to:- Support development of strategic plans to ensure that any gaps in management practices are addressed and to enable the organization to pursue new directions
- Identify management training needs
- Gather comments from other departments within an organization to validate management’s assessment of its capacity
- Compare the opinions of different stakeholder groups about management practices
Will It Work For My Organization?
The survey is easily customized to meet any organization’s specific needs. For example, as participants register for the survey, information such as location, level in the organization, length of service, etc., can be gathered to assist in analysis. In addition, the website itself can be customized to make the survey appear to be specific to the organization. For example, the survey can include the organization’s logo and a letter from the survey sponsor or organization head. Language can be amended to make the survey more appropriate to a particular organization and criteria not relevant to the organization can be omitted.
