John Cumberford

John Cumberford has been involved in International Consulting since 1999. He has advised national and local governments on Civil Service Reform, structural change, workforce transformation and renewal, institutional development, Human Resource planning, capacity assessment, decentralization and governance as well as citizen service, HR function analysis and social marketing. John has, to date, undertaken long and short term assignments in Indonesia, Pakistan, Bangladesh, South Africa, Mexico, South Africa and Qatar.

Holding a Master Degree in Public Administration, Mr. Cumberford comes to Parker Management Consultants after 3 decades in Canada's provincial public sector. This included appointments as Assistant Deputy Minister of a provincial workforce renewal initiative and as a senior executive responsible for policy development and implementation in such personnel oriented areas as workforce health and safety, pension regulation, public sector compensation, recruitment, selection and job evaluation.
